Defining per import where sys_category based filter properties reside
turned out a structural failure, as it leaves all other displays
sites (plugin configurations, frontend filter form) without an option
to pick a category parent for dedicated trees.
By unifying them per site and providing them as a site setting option
gives access to the values everywhere it is needed.
A fallback as extension configuration is in place, in case no site settings
are available.
